Objectives:
HARDO main objective in the coming five years (2003 – 2007) include:
•Assisting the vulnerable people who has been affected by manmade and natural disasters such as drought, civil war, floods etc
BACKGROUND
Humanitarian Agency for Relief and Development (HARDO) is a local Non-Governmental, Non-political and Non-profit-making organization focusing on humanitarian development activities based in Hiran Region. HARDO is working with CARE International/USAID for the last ten years, NOVIB_Oxfam Netherlands and Canadian International Development Agency (CIDA) as a partnership and other UN Agencies such as FAO, UNDP and WFP. HARDO has its headquarters in Mogadishu and Sub-offices in Belet-wein, Hiran Region and Middle Shabeele Jowhar District.
HARDO was founded in 1993 as a community committee by twenty university graduates in agronomy and engineering sectors responding to their moral obligation regarding the miserable conditions of the society.
The philosophy of the organization is to address urgent needs of the people in its operational areas. Their concern for the hardships within the regions has been demonstrated by their consistency in serving as an early warning focal point for CARE regarding emergency food distribution.
Persistent civil war, poverty and natural calamities affected simultaneously the Somali society. Thus, in consideration of that plight, HARDO is determined firmly to concentrate on emergency and social welfare projects (food security), irrigation, water & sanitation, environmental protection, peace and Human rights protection etc, which are the basic urgent problems of the community.
HARDO has an effective Board of Directors consisting of 7 members who lead running of different programs the organization is implementing in various locations and regions simultaneously. The organization has also specialized staff that technically execute the activities and apply how the guidelines and pre-formulated policy of the organization meet with what they are doing. They contribute to the achievement of overall goals of the organization.
Board of Directors is the highest governing body of HARDO whose duties and responsibilities include policy formulation, fund raising, decision-making, planning, preparation of project proposals, election of the chairman and executive committee of the institution.
The Executive Committee of the organization consists of: Chief executive Officer, program officers who are responsible of implementing projects activities such as:
- Carry out day-to-day activities of the projects
- Other tasks assigned to them by the board
HARDO has its own written policies and procedures such as: By-laws, Financial policy, personnel policy with procedures etc and its own strategic plan.
Strategies and Mode of Implementation:
To achieve these assigned goals, board members will strictly follow:
- Based the provision of services on prioritized real needs of the community on the principle of non partisan-ship
- Cooperate national and international organizations with genuine efforts and resources to achieve its objectives
- Organize their activities in a viable standard that can be self-sustaining even when external inputs are withdrawn
- Give appropriate attention and respect to the customs, religion etc of the concerned parties to avoid confrontation
Coverage area:
The geographical coverage areas of the organization is currently confined in Hiran ,Lower shabeele,Benadir and Middle Shabelle Regions due to limited resources, but expected to expand throughout the country.
The activities implemented during that period include emergency/social welfare and developmental projects, community development programs and most of the important projects summarized below table:

HARDO program priorities in the coming five years are as follows:
- Food security
- Water & sanitation
- Income generation activities
- Environmental protection
- Peace & Human rights promotion, particularly women & child rights protection
- Rehabilitation of pre-existing public infrastructures
- Emergency projects
Ongoing Projects
- HARDO is implementing Rural food security projects still funded by CARE/USAID
- Emergency response on food for work projects, funding agency is NOVIB (Oxfam Netherlands)
- Income generation project of loan revolving fund for small-scale farmers funded CARE/USAID
HARDO distributed 16 irrigation pumps to farmers of 6 villages under the administration of Belet-wein district as a loan and now functioning
In addition, HARDO is planning to include its own program priorities
- Women empowerment and peace building awareness
- Women & Children rights protection
Environment protection such as:
- Charcoal and Wildlife exportation
- Education promotion programs and rehabilitation of existing schools, hospital and OPDs
- Establishment of Primary Health Care (PHC)
Demobilization & Change of Community attitudes like:
a) Disarmament of militias
b) Skill trainings
c) Community integration
Fundraising from local business groups to poorest people
Emergency and Social welfare projects (Food security)
- Free food distribution for Internal Displaced People (IDPs) funded by CARE/WFP
- Emergency seed distribution for rain-fed areas funded by CARE/FAO
- Distribution of agricultural tools to poor families assisted by CARE

- Rehabilitation of existing canals
- Construction of market shelters
- River embankments
- Construction of dams
All of the above-mentioned projects are concerning food security issues and are still going on, while the organization involves developmental programs during the course of the last eight years.

Mission:
HARDO’s mission is to eradicate poverty through dealing with its symptoms and not causes for Somali people, particularly residents of Hiran and Middle Shabelle regions
HARDO STAFF:
HARDO has specialized staff with different professionals such as: Doctors, Accountants, Lawyers, Agronomist, Engineer and administrators who work on voluntary basis and can run sectoral projects. Furthermore, HARDO staff received more than 30 workshops of capacity building from CARE International as well as Food security training from NOVIB Somalia.
